lpmcampus.ukm.ums.ac.id- (30/10)When we hear the word “gender”, it may come to our minds with the word “gender equality” which currently becomes hot topic in society. To make sense of the word gender, the World Health Organization (WHO) has defined gender as "a set of roles, behaviors, activities, and attributes deemed appropriate for socially constructed men and women in a society". The concept of gender in "gender equality" issue is different with gender in biological concept about the sex of men or women are more scientific, but the definition of gender in the scope of sociology that refers more to a set of characteristics associated with the sex of a person and directed to the social role or identity in society.
So, what is the meaning of “gender equality”?

Gender equality is a result of global culture that is urging all aspects of human interests throughout the world including Indonesia. Along with the development of modern information technology and the increasing of population growth every year that the majority are women, opening wide opportunity for every citizen to get equal opportunity in any field.

For example, with the renewal of law, economic development, and empowerment of women in the quality of Human Resources (HR) and Development in the field of politics has been realized with the election of a woman as President who also as Head of State governing that move the wheels of government and hold leadership of the nation and state of the Republic of Indonesia.

In the process of social interaction, the society will assume the importance of gender equality in every developing country and developed country. The importance of gender equality is to encourage the rights of women in which every woman today is a lot of who want to equally share interests with men. Because today many women think about the importance of the role of women in every circles, groups, or individuals, that is to participate in running a government, which today many assumption that women are still not worthy to become a leader.

The high number of Indonesian population leads to increase the quality of work for productive people not evenly distributed, and still many teenagers who have not received the educational facilities that should be provided by the state. This is the effect of gender equality concept that is also closely related to customs and culture. Because, in some rural areas in Indonesia, customs are the guidelines of life that are still held firm by the local society. In some areas, there are still many women who are more concerned with their own lives than gender equality. Here the intention of self-importance is that most women in developing countries, especially in every of their villages, still do not understand what gender equality is. All they know is how they can survive in this developing country without emphasize the loss for them.

When viewed from the social and cultural norms, we can said it is the most difficult obstacle to be removed, as the rise of women's leadership in developing countries it requires a firm effort to educate the society to change their judgments and perceptions about women. And give a chance to women to speak and to accentuate the more characteristic of leadership, as well as in the home or even in public. The goal is to smooth the transition to that leadership role.

It can be said that education is only part of the solution that put forward and be an alternative path that can accelerate women's representation in their leadership. But, what is needed here is the time to change the existing social norms from the past. As time passes, people become accustomed with woman as leader at the local level. The function of gender equality is to decrease the negative perception of women in society, so the women can increase their aspiration and their others achievement in education field like happened in developing country.

From the above description can be concluded that the concept of gender equality in Indonesia actually has a great influence on quality improvement and national development especially in the field of education and empowerment of women. But there are several factors that hampering the process of the policy. Among the problems are customs and cultures that are still strong in the community. However, due to the active role of people who are becoming aware of the benefits of gender equality, from year to year, gender equality policies in Indonesia are increasing. As a young generation, we should respond positively the policy that is in the process of realization, in order to improve the prosperity of society, and the progress of the nation.
